What is tinnitus?

I got a ringing in my ear that won't go away and my mom thinks it's tinnitus. What is tinnitus?

It occurs usually because there is some degree of hearing loss that the brain is experiencing. Even the smallest amounts of hearing loss (sensorineural or conductive, can cause some ringing or tinnitus. Get a hearing test, an audiogram.
Tinnitus is the sensation of ringing, buzzing, hissing, chirping, whistling, or other sounds in the ears. For most people, Tinnitus doesn’t escalate to anything more than an annoyance and inconvenience.

There are many causes of Tinnitus from earwax buildup to eardrum damage and many more. Therefore, treatment varies based on the cause. It’s best to consult an Audiologist or Otolaryngologist (ENT).
It can be caused by inflammation in ear or nerve from ear to brain. If one ear only get it checked quickly because appropriate medication can reverse it. Some causes aren't reversible yet treatable
The simple answer is emission of discharges from damaged over hair cells in the cochlear in a majority of cases. Many causations for tinnitus, most are benign. See ENT for evaluation and audiogram. Use ear protection when exposed to loud noise. Many younger individuals have tinnitus related to loud noise from music
