Narrowing semi erect penis?

I am 23 years old male. More than 2 months ago I did a penis exercise called jelqing and stretched my penis. After these exercises, I had 2 successful erections. Then all of a sudden I couldn't get an erection. I went to the doctor and had a doppler ultrasound test. An erection was achieved with the injection and it was said that there was no problem as a result of the ultrasound. In the phase of decreased erection after the injection, the middle of my penis shaft swelled on both sides and the rest of the shaft remained bent down. My doctor said the swelling is normal. In addition, my night erections continue in a healthy way. So I believed the problem was psychogenic and I applied myself to abstinence for 2 months.

After sexual abstinence, my penis really started to get hard with sexual urges. But when I get an erection, my penis shaft normally thickens up to the middle, after the middle it narrows and the skin there shrinks. I can't get a full erection with sexual urges. Other than that, before I pee, I notice a subtle swelling in the middle of my penis. After the swelling part, my penis is narrower and the skin is wrinkled. My morning woods and when I wake up in the morning when I touch my penis in bed, erections are normal, there is no swelling, narrowing, or warping in my penis. I also don't feel plaque when I touch my penis, so I don't think it's Peyronie's. I can feel it when I touch the part where the contraction is, but I cannot feel the cold. Is there damage to the nerves there, or do the veins flow the blood there up to the swollen place and not conduct it further? Or has my skin or that part of my penis narrowed?

Actually, the constricted part of my penis is the part where I hold my penis and stretch it. Also, when my penis is flaccid, my penis bends very easily between the swollen and contracted parts. I am circumcised by the way. English is not my mother tongue. Sorry for the grammatical mistakes and thank you for your support.

I assume a urologist did the injection. If there was no dumbbell shaped with the erection, it is unlikely that it is pathological. Jelqing isn't proven to do anything good, except a few anecdotal reports.

You have developed some scar tissue - Peyronies or not. You should see a urologist. No emergency though.
