Chlorine in pool water can irritate and dry the eyes.

Some of the chemicals esp chlorine can irritate the eyes and nose. Try to rinse in cold water when he gets out of the pool.
Anything from chlorine, bromine, or other constituents to keep the water relatively free from bacteria. All these products may irritate the eye. Use swim goggles.
